Introduction
The theme for the 4th Civil Society Forum was ‘From Protocol to Action’. As we gather today, I am forced to reflect on this theme and ask ourselves: Have we moved from civil society declarations to actions  The motivation for this honest question is that we cannot demand from governments what we, as civil society, cannot do Through this report, I wish to provide feedback on how far, as a collective body of civil society we have gone in implementing resolutions of the 4th Civil Society Forum as well as those from the International Conference on Poverty and Development in Mauritius. The report poses a bold question to apex bodies- FOCCISA, SATUCC and SADC-CNGO: - What difference did we make for our region using resolutions of the Forum It posses the same question to organizations that participated in the 2008 Civil Society Forum, held in Johannesburg.
